Actually, in another Age of the World, the Gnúmenóreans developed this method. It fell out of the knowledge of Men, though for many long years the line of the Kings in the North held by it. Finally, it was only retained as a sort of funny local custom by the Halflings of the Shire - it was unknown in Bree, or any other lands, until after the War of the Ring.
